Brothers, sisters! I am humbled that you have decided to entrust the future of Gemclod, our future, to me. I promise you that as Overseer I will do what is right, what is necessary, for the survival of Gemclod, no matter what it takes. I will gladly and proudly shoulder that burden.
Now come, to the Great Hall. There are announcements I must make, not only to this Council, but to the whole of Gemclod!
Moments later, in the Great Hall...
People of Gemclod! Scourge of the elves, both lesser and least! Last, best hope of the Dwarves! Lend me your ears!
As of this moment, I have succeeded Minty as Overseer of Gemclod, and pledged to do everything I can to ensure that Gemclod never meets the same fate as so many of our proud cities have. Gemclod will not fall! But to make sure of this, we must not err, we must be vigilant and fix any mistakes, no matter how painful it might be to admit we've made them in the first place.
And so it brings me to this: Should we quarrel between us at such a crucial time, should we bicker amongst ourselves when our civilization is threatened with annihilation? Likewise, does an axedwarf deliberate about whether he or she may lose a finger in a counter-strike when pinned to the ground? Of course not. Not when the alternative is certain death.
A Fortress is the same. The head must be in control, and the body must obey even if there are risks.
Therefore, my first decree as Overseer of Gemclod orders the dissolution of the Counsel of Will, effective immediately. All powers of said council are now invested in the Overseer of Gemclod, and the Counsel's room is now to be the Overseer's office.
Second, while the previous overseer has done a good job improving the military might of Gemclod, it is not enough! While I agree that there are few things better than to dismember an enemy where it stands, even the mightiest of dwarf may die doing so. We are fighting a war of attrition. Every one of us that dies is a terrible blow. And even that trickle of death, if allowed to continue, will one day mean the death of us all.
It is also true that we cannot simply retreat behind our rotting wooden palisade. We must control the lands around Gemclode to survive.
It is quite a problem.
There is a solution, however. Gemclod needs armor. Armor so thick that none of our enemies will ever see the gates of Gemclod itself again. To begin, we will build massive towers around Gemclod, accessible only from underground, and from which our marksdwarves will be able to keep watch on the swamps around us.
Third, from this point on, any title of nobility is null and void in Gemclod. Why should we all support some lazy, good-for-nothing aristocrats? Especially in these dark times? What have they done to earn this? Nothing.
Furthermore, if any baron or duke or even the king or queen comes within sight of Gemclod, they are to be shot immediately. The incompetence of their ancestors have brought us to ruin, and yet we should venerate them because of this? Enough with pointless tradition. Let us cast away these chains and forge a new future for all Dwarves!
And one last thing: those who try to sow dissent amongst us will be treated like the traitors they are.

I wish to dispel some misconceptions I have found amongst the soldiers. Despite whatever may be said about titles within society at large, be sure to remind your dwarves that rank within the military still exists and your orders should still be respected.
Likewise, I'm sure some of you would think I would begrudge a peasant wiping out in a single day the careful work of an entire year. I do not. He is the Overseer, and the Overseer's decisions are Gemclod's decisions. I will not tolerate any insubordination from anyone, under penalty of the Captain of the Guard's lash.
May Etur and hard training guide our blows.

Congratulations! I'm sure your rule will bring a golden cycle. There are a few that I request of you though.
First off, we need to demilitarize SCIENCE TEAM. We're spending to much time training for battles we'll never fight and not enough time making SCIENCE.
Secondly, I need access to the Siege Engineer's, Mechanic's and Crossbow-maker's workshops in order to implement DAAM and GOD DAAM into our weapons.
Finally, if possibly, could you set up some cage traps in the caverns?
